Because many SMTP servers requires TLS 1.2 encryption now. To send email with TLS 1.2 on Windows Windows 7/2008/2008 R2, you can enable TLS 1.2 like this:
Merge/add the following registry keys to your registry table, reboot machine, then it should be ok.
